Greenburgh Town Supervisor Paul Feiner Report.


On Monday night the Commissioner of Public Works, Victor Carosi, Captain Frank Farina, Sgt. Nick Reckson (traffic safety) and our traffic consultant  met with residents to discuss a proposed traffic light at Ft Hill Road and Ardsley Road. Most of the residents did not support the traffic light –were concerned about possible traffic jams. We promised to take some lesser action steps first to see if we can make the intersection safer for motorists or pedestrians. Captain Frank Farina came up with a very good initial action step that we will implement soon. We will hire a school crossing guard.   

The salary is $13,075. Duties: assisted school children in crossing traffic intersections at an assigned post during the hours when children are entering and leaving school. It’s a part time position.   I will also ask that we making the school crossing location safer—will be working on that initiative.  Our personnel office needs to comply with state civil service hiring  requirements. We will try to implement the crossing guard suggestion very soon. This is the e mail I received from Captain Farina. Appreciate how responsive the police department has been.

Greenubrgh Town Supervisor Paul Feiner: link to video discussion -consultants and Town Board---4 corners Hartsdale.



At the Town Board work session last week the Town Board met with 3 separate consultant firms interested in helping the town come up with a plan for the 4 corners in Hartsdale. We need to address traffic issues and stormwater problems at this location (West Hartsdale Ave, Central Ave, East Hartsdale Ave) and the consultants who were interested in being hired by the town came up with some interesting ideas that will be studied before any mixed use zoning changes are made.

Any comments in response to the email below will  be forwarded to the Town Board which will be making a decision soon. Additionally we will connect with Traffic-Safety and Engineering/DPW staff for additional input that may assist the Board in the selection.

Greenburgh Town Supervisor Paul Feiner: Town receives highest bond rating possible from S&P and Moody's...auditors discuss financial health with town...proposal to improve RFPs.




Update: the financial state of the town of Greenburgh.  Moody's & Standard & Poor's gave us their highest rating again! Triple A... Our auditors presented the Town Board with a report...proposal to improve RFPs.

Earlier this week the Greenburgh Town Board met with our auditors, PKF O'Connor Davies. They presented us with their report which can be viewed -link below:
They praised the town for Receiving the Certificate of Achievement for Excellence in Financial Reporting for 26 consecutive years. They indicated that only about 2% of their clients have achieved this rating.  They praised the town for receiving a Aaa rating from Moody's since 2010 "obligations are judged to be of the highest quality, subject to the lowest level of credit risk."  Standard & Poor's has given us their highest rating: AAA since 2008 "obligator's capacity to meet its financial commitments on the obligation is extremely strong."

Received a no designation fiscal stress rating from the NYS Comptroller's office in 2016. Issued report to those charged with governance: Management letter. No material weaknesses noted.

Yesterday S & P awarded us their AAA rating.  Quoting from their comments: "strong management with good financial policies and practices under our financial management assessment methodology"...."strong budgetary performance, with operating surpluses in the general fund"..."very strong budgetary flexibility"..."very strong liquidity"...:weak debt and contingent liability position"..."strong institutional framework score."  "We expect relatively high tax base growth should continue over the next two years."

Moody's gave us their Aaa rating. They indicated that the rating "reflect the town's affluent and sizeable tax base, ample financial position with strong fiscal management, low debt profile and manageable pension liability." 

GOING FORWARD
  We are looking for ways to make government even more efficient. A suggestion was made that I support (see video link below) to create a citizens panel to review request for proposals before they are issued to make sure that when we go out to bid that the maximum number of businesses submit bids.  This past Monday I met with colleagues -other Town Supervisors and discussed a problem that we're all experiencing. There are times that only one company bids, despite our efforts. This happens infrequently but has happened at times. Richard Savino, who speaks at the beginning of the Town Board work session, suggests  an RFP steering committee, devoted to development of RFPs in a more streamlined fashion to maximize competition, in order to realize substantial cost savings for the town, and for contract performance. Richard has 40 years experience in the procurement field, both in the private sector and government.  the goal: the best work product possible.  The procurement committee would include a technical type, finance type, town staff. Another recommendation: that entire RFPs be posted on the town website. One issue that has to be worked out: if an RFP is posted and later modified, we need to figure out a way to reach those who relied on the website posting. This will be discussed by the Town Board.

Greenburgh Town Supervisor Paul Feiner: today is Paws Crossed day -stop by, enjoy the entertainment and adopt a dog from the best no kill shelter around!


Today is the 4th annual Paws Crossed day.  Paws Crossed is located at 100 Warehouse Lane South (near Sams Club in Elmsford)  and is a no kill animal shelter. This is a fun event - an opportunity to enjoy the entertainment that will be provided by the 107.1The Peak. From 12-3 they will be playing music and handing out lots of fun giveaways.  There will be face painting for kids, great vendors and you can also adopt a dog from the best no kill shelter around.  The motto of Paws Crossed is Rescue one by one until there are none.

The town of Greenburgh was instrumental in helping Paws Crossed find it's home here in Greenburgh.  In 2015 there was speculation that the previous shelter would not be a no kill shelter.  Pets Alive (the former shelter) had cited mounting expenses and major structural problems prior to shutting down the no kill shelter in 2015. They were prepared to sell the property for commercial use.  We objected noting that when the five acre property was sold to the Central Westchester Humane Society by the town in 1995 for $10 there was a requirement that it be used only for an animal shelter or for municipal purposes.  Pets Alive had taken over its operation in 2010 from the Humane Society.

We are all very impressed with the great job that Paws Crossed has been doing.  If you are looking to adopt "a best friend" stop by at the shelter today. You'll fall in love with some of the dogs that want a loving family.

Greenburgh Town Supervisor Paul Feiner: a new Kiwanis Club in Greenburgh.


A new Kiwanis Club is being formed in Greenburgh serving the Fairview/Greenburgh area. They are holding their charter night on September 24 at 7 PM at Rini's Restaurant & Wine Bar at 12 West Main Street, Elmsford. They would like to introduce their club to the community that evening. Tickets are $40 per person or $50 at the door for buffet style dinner. The Kiwanis Clubs do great things for communities.
