Link to Supervisor's decision: sufficiency on Edgemont incorporation petition.


In accordance with New York State Village Law, I have filed my decision today regarding the sufficiency of a petition which would lead to a referendum vote for a proposed incorporation of the Hamlet of Edgemont.

Please find below, a link to the entire decision documents and supporting exhibits.

The decision documents will reflect that I have found the petition insufficient for several reasons, which I have attempted to summarize below in layman’s terms.

1.         The petition does not accurately describe the territory proposed to be incorporated in a manner which meets the standard of NYS Village Law.

2.         Based upon deficiencies in required documents, the petition does not contain the requisite number of acceptable signatures required by New York State Village Law.

3.         The petition does not include a reasonably accurate list of regular inhabitants of the proposed Village, as required by New York State Village Law.

The process for incorporating a village in New York State is defined by Article 2 of NYS Village Law.  The requirements include defining the proposed village’s territorial borders with certainty and attaching an accurate and up to date list of the inhabitants of the proposed village to the petition so that signers can review the list and attest to familiarity with it at the time of signing.  In the case of the petition filed May 28, 2019 the standards required by the statute were clearly not met.

The narrative above is solely a summary.  Any inconsistency between this summary and the actual decision is governed by the formal decision documents, to which I suggest you refer.

recognizing Chandler Edwards, sixth grader at Richard J Bailey School- delegate to the Juvenile Diabete's Children's Congress.


Chandler Edwards will be a sixth grader at  Richard J. Bailey Elementary School this fall.  Unlike most people his age He's already an accomplished lobbyist. Over 1,000 students competed for the honor of being named as a delegate to The Juvenile Diabetes Research Foundation's Children's Congress. Chandler was one. Chandler, who has type 1 Diabetes, is working hard to find a cure. He's trying to persuade Congress to find a cure for the Special Diabetes program in the 2020 federal budget. Washington needs to fund research in the hopes of preventing, treating and finding a cure for juvenile diabetes.

We invited Chandler to appear before the Greenburgh Town Board to discuss his efforts and his accomplishment being selected as a delegate to the Juvenile Diabete's Children's Congress. Greenburgh is lucky to have an exceptionally talented young man like Chandler devoting his time advocating to make the lives of others better. He can look forward to a very bright future.

link to radio interview about Greenburgh's new cricket field...urging school districts and other local/county governments to also have cricket fields to address enormous demand.


As you may know the town of Greenburgh recently opened Westchester's first cricket field.  It's located on Central Ave  in Hartsdale.(Richard Presser Park).  Games are currently played Sunday mornings. It's enormously popular. Unfortunately, the demand is great- there are inadequate cricket fields.

I interviewed the leaders of the Greenburgh cricket committee about their successful effort on my WVOX radio program this past Friday. If you want to learn more about the game, why it's one of the most popular sports in the world and what the committee has been doing - please listen to the link below.

I have written to the school districts located within Greenburgh and to other public officials at the county and local levels encouraging them to also create cricket fields. I believe that cricket could be one of the most popular sports in our area.  The cricket pitch at Richard Presser Park (formerly known as Webb Field ) is 22 yards in length and 10 feet in width.

Communities that are cricket field friendly will also make their localities more desirable for those seeking to relocate to our county.

Paul Feiner, Greenburgh Town Supervisor.


Received an e mail from David Campbell of Suez at 1:33 AM about the water main leak. Suez serves parts of the southern section of town. The majority of residents of unicorporated Greenurgh are served by Greenburgh water and were not impacted by lack of water last night.

Water should have been restored around 1130pm. We isolated the issue and are in the process of making repairs now.



It is with regret that we inform you that Police Chief Chris McNerney has advised the Board of his intention to retire from the Police Department on August 25th. Chief McNerney is leaving to pursue an opportunity with the Westchester County District Attorney’s Office as their Chief Criminal Investigator.

The Town Board will be interviewing the three Police Captains for the position of Interim Police Chief. The Board will appoint a permanent Police Chief after a civil service promotional test is administered in March 2020.

Below are some of the accomplishments we have achieved under his leadership over the last 5 ½ years:

Implemented a Police Body Worn Camera program- first agency in Westchester County with full patrol deployment

Re-instituted the Street Crime Unit
Created the Special Victim's Unit
Targeted impact crimes of burglary and larceny from vehicles significantly reducing crimes

Initiated and worked with the Town Attorney’s office and residents to create local legislation to address proliferation of illicit massage establishments in town- closing all of them

Worked with the community and DPW to increase installation of sidewalks throughout the Town

Created "Snow Emergency" legislation for downtown Hartsdale to allow for overnight parking during the winter months

Acquired nearly $3 million worth of special operation emergency vehicles from grants and the federal 1033 program
Adopted numerous traffic and safety initiatives and won the AAA Platinum Award (Highest Award- For most progressive traffic safety initiatives) 3 years in a row
Initiated the installation of numerous stationary license plate readers throughout the Town including approximately $360,000 in grants

Initiated the speed activation recording in police car video camera systems resulting in significant reduction in police involved motor vehicle accidents
Joined the FBI Safe Streets Task Force
Joined the US Marshal's Fugitive Task Force
Obtained several EMS grants for tourniquets, quick clot agents (now carried by all patrol officers) and Lucas Compression Life Saving Devices
Expanded Child Safety Seat Program
With DPW, commenced several traffic safety engineering studies throughout the Town
Oversaw many initiatives to improve conditions at current Police Headquarters
Worked with Town Court to start process for a new Police and Court facility

Created Motorcycle Unit

Conducted Motorcycle Safety Seminar- resulting in reduction of motorcycle accidents
Started a Police Drone program

Received approval for the installation of a microwave radio system
Expanded our Emergency Medical Services program
Expanded our Taser program to all patrol officers (previously just supervisors) to insure all officers are  equipped with this important less than lethal force option
Expanded the less than lethal force options available for patrol officers- Bolawrap purchased and training commenced

Transitioned from PR-24 baton to expandable baton

Started a Commercial Vehicle Enforcement Unit

With Town Philanthropy Department received funding in perpetuity from the Lanza Foundation for Police Summer Youth Program
Established a Police Chaplain program to include team of Chaplains

Started participation in National Night Out
Started an internship program for high school and college students
Obtained patrol rifles grant replacing outdated weapons with necessary modern equipment

Muster/Training room redesign from donations including installation of $11,000 of modern audio visual equipment 
Received NYS Division of Criminal Justice Services Department Reaccreditation- best performance in evaluator's 15 year experience
Started a Social Media program and designated a Social Media Officer
Partnered with schools and many local businesses to conduct Active Shooter Drills and Stop the Bleed Training 
Worked with NYS Department of Transportation to approve and install a u-turn on the Sprain Brook Parkway between Dobbs Ferry Road and Jackson Avenue
Worked with NYS Department of Transportation to install left turn traffic signals at Sprain Brook Parkway/100B and Central Avenue/Underhill Road- Old Army Road

Cross trained all Community Policing Officers to be Crime Prevention Officers.
Provided Cultural Diversity Implicit Bias training to supervisors
Provided Crisis Intervention training to patrol officers

 Greenburgh's loss is The District Attorney's gain. We appreciate the hard work and outstanding service given to the town by Chief Chris McNerney and wish him great successes. He ran a great department, was hard working, smart and innovative and will be missed.

Many residents who reside in portions of the town served by Suez water are out of power due to a water main break. Much of the area impacted includes sections of Ardsley and Dobbs Ferry. I have reached out to municipal liaisons at Suez expressing concern and hope that service will be restored quickly.

Will provide updates as to estimated restoration times if they provide me with that info.

Sorry for the inconvenience.  A reason why maintaining our infrastructure is so important. We all need water.
Most of unincorporated Greenburgh is served by Greenburgh water – a section is in the Suez district.

good news: crosswalk at Edgemont Road/Ardsley Road will be made safer - next week.


SAFETY IMPROVEMENT WORK TO START NEXT WEEK – EDGEMONT ROAD/ARDSLEY ROAD CROSSWALK.

In an effort to improve pedestrian and vehicle safety, the Town of Greenburgh will be making modifications to the crosswalk on Ardsley Road at Edgemont Road.

This will involve the following tasks:
·         The pedestrian landing area on the south side of the crosswalk will be extended approximately 5 feet into the crosswalk.
·         A new pedestrian ramp will be installed on the north side of the crosswalk.
·         New 6” diameter aluminum traffic poles will be installed on both sides of the crosswalk.
·         Rapid Rectangular Flashing Beacon (RRFB) signs will be installed on both new poles. These are high intensity strobe light beacons that are push button activated by a pedestrian in the crosswalk. These will face traffic in both directions to alert drivers to the presence of pedestrians.
·         An additional crosswalk will be established across Edgemont Road.
·         An additional RRFB sign will be installed on an existing pole further up Ardsley Rd (on the uphill side of the intersection). This will also be activated by the pedestrians in the crosswalk and will serve to alert drivers going downhill on Ardsley Rd prior to reaching the intersection.
·         The existing crosswalk will be repainted with highly reflective paint.

It is the Town’s hope that these changes will improve safety by alerting drivers to the presence of pedestrians in an area with very limited sight distance.  We anticipate that the crosswalk safety initiative will be completed within three weeks-possibly sooner.

The contractors should complete the sidewalk construction on Columbia Ave by the end of this week.  We are working hard trying to make it safer for pedestrians to safely walk around town.

RE : Letter of Support -Town of Greenburg Odell House Restoration Project



Honorable Commissioner,

The Consulate  general  of  France  is pleased  to  support  the Town o1f Greenburgh's  submission  of an application for a Historic preservation grant in connection with the New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP) Environmental Protection Fund  (EPF)  Grants program for Parks, Preservation and Heritage,  to  obtain  funding  for  the  restoration  of  the  Odell  House.

The Odell House figured prominently in the shared history of the United States of America and France and in their longstanding friendship. From July 6 to August 19, 1791, the house served as the headquarters of General Jean-Baptiste Donatien de Vimeur, comte de Rochambeau. At the Philipsburgh Encampment 6,000 soldiers of the French Expeditionary Force joined 4,000 soldiers of the Continental Army under command of General George Washington, who was headquartered nearby. At the camp, George Washington and Comte Rochambeau devised the plan that led to the decisive victory over the British forces at Yorktown, Virginia in October 1781, effectively ending the  war and insuring the American Independence.

For its significance to our shared history, the Odell House is recognized through local and New York State historic designations and is listed on the National Register of Historic Places. It lies on the federally-recognized Washington-Rochambeau Route. The restoration of this house to make it publically accessible will be an asset to the community as well as to the relationship between our two countries, providing for a powerful sign of our alliance and benefitting education and tourism. Its restoration will allow this landmark to be a centerpiece of the commemoration of the oldest alliance between the United States of America and France and the Consulate general of France is proud to support this endeavor.

A Pickleball Clinic For Everyone!

Ardsley, NY – The Town of Greenburgh Parks and Recreation department in conjunction with ITPTA Certified Teaching Pro & 2018 US Open Singles Gold Medalist Ken Henderson will be offering a Beginners and Intermediate Clinic on July 25th2019 at Anthony Veterans Park 11 Olympic Lane Ardsley, NY.

Whether you are new to the game, just playing a short time or a seasoned player looking to improve your technique one of these clinics is for you. Here is your chance to learn from and play with a pro; serves, returns, strokes and shots including 3rd shot drop!

The Town of Greenburgh maintains a 632 acre park system. Throughout the unincorporated area there are 19 major parks and park complexes that include 7 outdoor pools, 29 tennis courts, a new multi-purpose center, four nature preserves, skating ponds, 11 playgrounds, 10 ball fields and various picnic areas.

GREENBURGH NOW HAS A CRICKET FIELD—AT RICHARD PRESSER PARK, CENTRAL AVE IN HARTSDALE
  Earlier this year some residents of Greenburgh asked the Town Board to recognize the desire of Greenburgh residents to have a cricket field. The Town Board worked with the newly formed cricket committee, located a park (Richard Presser Park on Central Ave in Hartsdale), curated a customized cricket pitch. The cricket field is now open and cricket enthusiasts have started to enjoy the sport on Sunday mornings in Hartsdale.

   Greenburgh, to my knowledge, is one of the first communities in Westchester to recognize the importance of cricket. I am sharing the enthusiastic response we have received with other municipal officials –hoping that other communities in Westchester will consider creating their own cricket fields.  This is a very exciting initiative.  Those interested in practicing at the field should contact the Greenburgh parks department.

Cricket in Westchester:  ---A MESSAGE FROM OUR CRICKET COMMITTEE
Cricket is the second most followed sport in the world after soccer.  Regions like Asia, Africa, UK, Caribbean Islands, Australia and New Zealand have a large fan following for the sport. In the US, baseball may be thought of as an American sport with a long and illustrious history, however cricket predates it.  Cricket was being played on this land before it became the United States, and historical records as early as 1737 have chronicled its existence. Even though baseball has eclipsed cricket in popularity, there are over 600 dedicated cricket playing fields in the US.
On January 9, 2019, several cricket enthusiasts residing in and around the Town of Greenburgh, NY gathered together with one voice under one roof to engage the town officials in a spirited discussion. Their intention was to grow awareness for the sport in the county through the development of designated cricket facilities. During the first meeting, Mr. Paul Feiner, Supervisor of the Town of Greenburgh, and other elected officers, were very supportive of our interest and guided the group on next steps to-
•             Hold educational sessions regarding the sport of Cricket with the town board and community members.
•             Actively be involved in the town’s parks and recreations advisory board.
•             Develop and articulate clear and realistic short-term and long-term objectives.
•             Organize around a single body as the voice of the cricket community in Westchester and work with local officials in developing a roadmap to execute the vision.

We have been very fortunate to have the assistance of Gerard Byrne – Commissioner of Parks & Recreations (Town of Greenburgh) among others. They have supported our long term vision and also accomodated our short term goal of repurposing existing fields in the town to play cricket, by curating a customized 22 yard X 10 feet cricket pitch either on concrete, grass or turf.
In May 2019, after three months of searching and reviewing various fields in Westchester, we were informed that Richard Presser Park in the Town of Hartsdale would be the site where the first official cricket pitch would be laid. In the next several weeks we saw first hand the talent and professionalism of our town officials who took our requirements to create a cricket pitch that is the real deal! On July 6, the new pitch had its first event. On that auspicious day over 100 cricket enthusiasts from the community dropped by to witness history and play some cricket!
Representatives of various Westchester cricket teams have come together to create “22yardsport”, a nonprofit organization dedicated to promoting the sport of cricket in Westchester and surrounding communities. They will be the voice of cricket enthusiasts in working with local officials for the development of dedicated cricket facilities.
While our journey has only started we are excited to see what the future will bring!
