This is the most recent update from the town deputy engineer  Chris Gelardo and Police Chief regarding the sewer break impacting 100 E and 120 E Hartsdale Ave.

FROM THE ENGINEER


The current plan for repairing the broken sanitary sewer pipe at 100 East Hartsdale is to install a new section of sewer pipe around the back of the building in the rear parking lot. This will replace the section of pipe that is underneath the building, which is mutually beneficial for both the Town of Greenburgh and the building for ease of maintenance and repair in the future. The pipe would then run in an alleyway between 100 East Hartsdale Avenue and the neighboring property. However, that alleyway leads directly to a steep hill, which makes the installation of the new sanitary sewer pipe in this area difficult. The least disruptive way to install the new piping into the hill involves drilling horizontally into the side of the hill. This type of work must be performed by specialty contractors. On Tuesday October 22nd a site visit was conducted with a contractor who can perform the specialty work. They came up with a conceptual plan of how they can perform the work. The specific details still need to be developed, and the Town will be working closely with the contractors to progress the design.  Additional surveying of the back parking lot and alleyway of the property is the next step so that detailed contract drawings can be developed to determine the alignment of the new sewer pipe and where best to locate the horizontal drilling equipment.


FROM THE POLICE CHIEF….

 

Regarding several of the requests made by residents of EHA, multiple department heads and staff met to discuss the requests and what responses and actions were appropriate. 

 

As a result, arrangements are now being made to restripe the white crosswalk lines/bars at Lewis Ave. (at EHA) and the two at Rockledge Road at EHA. The re-striping was completed.


A “ State Law yield to pedestrians within crosswalk sign”  for the middle of the roadway is not immediately available. We are in the process of obtaining a replacement for the one that was previously at EHA and Lewis Avenue. We expect to have it replace.

 

We cannot change the pedestrian detour signs, as requested. They are standardized, federally approved, and per the MUTCD (Manual on Uniform Traffic Control Devices).

 

The team that met to discuss the requests is analyzing additional ways to improve the crossing at Lewis Ave. The team will make suggestions to Supervisor Feiner after confirming which solution(s) are feasible and have the greatest positive impact. 

 

It should also be noted that the Town has hired licensed traffic engineers to evaluate the area for additional suggestions and guidance.

Greenburgh Insider: Town of Greenburgh: Avoid long lines during early voting-watch our live stream of Greenburgh Town Hall voting location.


Time your vote to when lines are shortest!

On Saturday and Sunday, the lines to vote at Greenburgh Town Hall were very long. Close to 2 hours at times.


To make the early voting process more convenient the Town of Greenburgh is doing what we did four years ago – providing residents with live streaming of the parking lot and lobby  at Town Hall so  you can determine when voting lines are shortest. You can then time your vote to when there won’t be long lines. Think we are the only early voting site in the state that offers this service!

Greenburgh Insider: Town Of Greenburgh: Wanted: food trucks/entertainers for early voting at Greenburgh Town Hall.


Long lines today. We need to try to make the waiting experience more pleasant for voters.

Early voting began at Greenburgh Town Hall on Saturday. And the lines were long- averaging about an hour and 45 minutes. To make the voting experience more enjoyable – I’d like to do what the town did four years ago (the last Presidential election) when we arranged for food trucks and entertainers to offer food and music for those who wait on line.


If you have a food truck and want to sell at Town Hall on early voting days/hours all you need is a peddler’s license so you can comply with county health and safety regulations. If food truck vendors provide me with advance notice – I will post the info on the town website and on social media. Please bring proof of the peddler’s license to the Town Clerks office. You should ask the clerk’s office or police to advise where the trucks should be located.


If you are a musician or have a band and would like to perform for voters while they wait in line – that also would be appreciated. We don't have a budget to pay the entertainers. This would be done as a volunteer. But volunteers will be recognized at an upcoming Town Board meeting. Greenburgh Insider: Town of Greenburgh: Two Stewart-Cousins/Shimsky Traffic Safety Bills Enacted Today by Governor.

Two Stewart-Cousins/Shimsky Traffic Safety Bills 
 Enacted Today by Governor Hochul.

 

WESTCHESTER COUNTY, NY – Governor Kathy Hochul today signed two bills sponsored by Senate Majority Leader Andrea Stewart-Cousins and Assemblymember MaryJane Shimsky to permit the use of red light cameras for the first time in the Town of Greenburgh and to permanently extend Dobbs Ferry’s downtown parking permit system. The signing event, held this morning at the Governor’s Manhattan office, included a slate of legislation to expand red light cameras and promote road safety throughout New York State.

 

The first bill will allow for the operation of two red light cameras at historically hazardous intersections on East Hartsdale Avenue, in Hartsdale, and Old Army Road, in Edgemont (A.8960B/S.9305). The bill took on additional urgency following the pedestrian death of Stephanie Kavourias, retired Executive Director of the Hartsdale Parking Authority, on East Hartsdale Avenue in August 2023. The State approved the use of red light cameras in Westchester County in 2023, but this is the first approval for their use by the Town of Greenburgh.2 Red light running was the cause of 1,149 deaths and 107,000 injuries in the United States in 2022.3 

 

The second bill will permanently extend the Village of Dobbs Ferry’s residential parking permit system, which was due to sunset on January 1, 2025 (A.10034/S.9122). The permit system was first enacted in 2015 (Chapter 329, Section 3), and has been successful in alleviating parking and congestion issues for Village residents living near the Dobbs Ferry Metro-North station and commuter lot. 

 

Senate Majority Leader Andrea Stewart-Cousins said, “Red light camera programs save lives by enhancing road safety and reducing traffic violations. They are being used more and more throughout the state. Greenburgh officials came to me with a clear need in the Town for the Ardsley and Old Army Road intersection in Edgemont, where red light incidents have occurred, and for the heavily populated East Hartsdale Avenue, where a car out of control killed Stephanie Kavourias, a leader in the community. I hope this action will protect pedestrians and promote responsible driving. I thank Governor Hochul for signing this legislation into law and for her commitment to making our streets safer.”

 

Assemblymember MaryJane Shimsky said, “I am grateful to Governor Hochul for signing these laws to improve local pedestrian and vehicle safety. In our suburbs, roads are becoming ever more crowded and dangerous, and for that reason our local governments need authorization from the State to try new ways to protect the public. The two bills that I sponsored in the Assembly, along with Majority Leader Stewart-Cousins on the Senate side, will allow the Town of Greenburgh to install red light cameras at two hazardous intersections on East Hartsdale Avenue and Old Army Road, and will permanently authorize a Dobbs Ferry parking permit system that has helped to minimize parking problems for residents living near the Village's train station. Road congestion and safety are persistent issues in our suburban downtowns, and these bills give our municipalities the tools they need to address them.”

 

Greenburgh Town Supervisor Paul Feiner said, “I would like to thank Assemblywoman MaryJane Shimsky, Senator Andrea Stewart-Cousins, and the Governor for their actions that will make Greenburgh a safer place for pedestrians and motorists. The red light cameras that have been approved on East Hartsdale Avenue and Old Army Road/Fort Hill Road will encourage motorists to be more careful and will reassure pedestrians that we’re doing everything possible to make our community pedestrian friendly. I believe that red light cameras will save lives.”

 

Dobbs Ferry Mayor Vincent Rossillo said, “The passage of the bill for Dobbs Ferry provides relief to neighborhood residents who were unduly burdened by the demand for parking by commuters to New York City. These residents live near the train station and their neighborhood has been inundated by commuters from other states and counties who preferred to park in Dobbs Ferry and take the train to NYC. This bill will reduce traffic, ease the wear and tear on the roads, and make life more bearable for neighborhood residents. The Village is grateful to Assemblymember Shimsky and Senator Stewart-Cousins for their assistance.”

 

As Home Rule legislation, these bills enable local governments to carry out their day-to-day operations pursuant to State law. Home Rule bills are introduced by members of the Legislature in support of resolutions passed by local governments. The authorizations they grant are limited to each municipality.

The town of Greenburgh Public Works department has a repair shop. When vehicles need repairs we do the work in house -saving taxpayer dollars significant dollars. Sometimes trucks/vehicles show up at the repair shop looking in horrible condition. They leave the shop looking brand new.

Terence Brosnan, assistant cable TV access coordinator, prepared a short video and a longer one showing how a truck was repaired.

Westchester Community Health Center, which used to be called the Greenburgh Neighborhood Health Center, will be offering early voters Blood Pressure Screening, Flu and COVID Vaccines (Pfizer and Moderna) at the Greenburgh Town Hall on the following early voting dates:

  2. Thursday October 31 from 12 noon to 8 pm 


This has become an early voting tradition. Every year – since early voting started – the Health Center has encouraged residents to not only vote for the candidate of their choice but to also make good decisions regarding their health. Before or after one cast their ballot on two early voting dates – they can also get their vaccinations/boosters which hopefully will enable them to stay healthier during the coming months when flu and Covid symptoms rise. 


I’m so grateful to the Health Center for offering this great service. I hope this will also boost voter turnout.

Greenburgh Insider: Town of Greenburgh: Link: 2025 pre budget dept wish list discussion.


Discussion with library, MIS department, police took place this past Tuesday.

The Greenburgh Town Board had our 2nd pre budget discussions with 3 different department heads this past Tuesday.  The budget discussion was the 2nd item on the link below –after the discussion about the sidewalk.


By law – I am required to submit a proposed budget to the Greenburgh Town Board on October 30th of each year. The Town Board has until December 20th to approve a final budget and to make changes in the proposed document.


The goal this year is to make the process more open than it ever was –to televise department head wish lists and the  Town Board discussions with the department heads  BEFORE the proposed budget is submitted to the Board for consideration. The budget requests are wish lists – my proposed budget and the final budget the Board adopts may not approve all the requests that were submitted to us.


You are invited to listen to the discussion and reach out to the Town Board with comments and suggestions or questions. The process is in the early stages so your thoughts will be seriously considered and reflected on.


The Mayors of the six villages within Greenburgh have asked to have input on the A budget which impacts village residents. I have been sharing all budget info that impacts village residents with each of the Mayors and have been sending them links to the meetings.


Next Tuesday we will be meeting after 5:30 PM to discuss three additional budgets: the Comptrollers budget, the Department of Public Works proposed budget and the Building departments proposed budget.


We met with three department heads: the police, library and MIS departments.
