Greenburgh Insider: Recycling day today-- Town Hall: Half day Friday, closed Monday.

 

Reminder -today is recycling day at Town Hall and government buildings close Friday in the afternoon and on Monday for the New Year's holiday.

Holiday schedule (contractual agreement with unions): Friday is a half day. Monday Town Hall is closed due to January 1 falling on a weekend. 

Bulk Item Drop Off Event--REMINDER

 

The Department of Public Works will be hosting a special bulk item and paper recycling drop off event on Wednesday, December 29 from 8:00 am – 2:00 pm.

 

Dumpsters will be placed at Town Hall (177 Hillside Ave, White Plains), allowing residents the opportunity to drop off large metal and non-metal items, as well as paper & cardboard recycling. Residents must bring their license to show proof of residence. We will NOT be accepting e-waste (computers, TVs, printers, etc.), wet paint, hazardous materials, or construction debris.

Greenburgh Insider: Rapid Covid Tests to be distributed Thursday -Theodore Young Community Center beginning at 10 AM.

Those waiting on line must stay in vehicles and provide a Photo ID showing that you reside in unincorporated Greenburgh.

We only have 720 kits (population of unincorporated is over 40,000)

COVID RAPID RESPONSE TEST KITS TO BE DISTRIBUTED AT THEODORE YOUNG COMMUNITY CENTER THIS THURSDAY BEGINNING AT 10 AM UNTIL SUPPLIES RUN OUT. 

Unincorporated Greenburgh has a limited batch of Covid-19 Rapid Response Test Kits which we will be distributing ONE PER HOUSEHOLD.  There are over 40,000 residents of the town and we received only  720 test kits - obviously not enough for everyone.

There will be will a general distribution by the Town’s Department of Community Resources in the Theodore D. Young Community Center parking lot, 32 Manhattan Ave, on Thursday, December 30, starting at 10 a.m.  Line up without blocking driveways along Manhattan Ave to turn right into the Center parking lot when it is your turn.  Kits will be distributed on a first-come basis.

 Since many seeking these kits may be Covid-19 positive, it is important you stay in your vehicle and stay masked.  The required Photo ID (which must show home address) of vehicle occupant will be checked to verify unincorporated Greenburgh residency at an address/apt that hasn’t already received a kit.  Again, these are given out only one per household as supplies we received from the county are limited. The general distribution will continue until kits are gone that day.  In other communities around Westchester supplies ran out within an hour.  Many people who waited on line did not receive the tests. 

The federal, state and county governments are working with local governments around the nation to increase the supply of free Covid rapid tests that will be distributed to residents.  We will hold other distribution events at different sections of town when more kits become available.  We understand that many residents are very stressed out -unable to get rapid tests and we  will continue to do the best we can to keep you healthy and safe.  

The most important action step you could take to protect yourself, your family and friends is to get vaccinated and boosted.

Greenburgh Insider: Explanation from Deputy County Exec--covid testing appointment difficulties.

 

County site is working but county center is closed on holidays. And appointments being booked in minutes.

Response from Deputy County Exec re: covid testing appointments at county center - some residents indicated that it was difficult to get an appointment on line. I emailed the Deputy County Exec, Ken Jenkins who promptly responded to this stressful situation for many.

The following is the reason:

The schedule for testing opens 3 days in advance.    The appointments for 12/29 and 12/30 are filled.   The testing center at the County Center is closed weekends and holidays.   Appointments for 1/3/22 will open 12/31 - 3 days in advance.  

The appointments were booked in minutes.  This testing site is in addition to the dozens of testing sites at health centers, pharmacies and other clinics.

Greenburgh Insider: COVID tests at County Center by appointment starting Dec 29.

 

Westchester County has partnered with partnered with Quadrant Bio Sciences to offer free PCR COVID-19 testing at the Westchester County Center starting Wednesday, December 29. This testing is appointment only – walk ins will not be accepted. Appointments will only be available 3 days in advance. Testing is for anyone experiencing symptoms or anyone who has been exposed to someone who tested positive for COVID-19. The testing is not for travel. Testing is available for all ages, including children and infants.

Town officials will be discussing the distribution of the 720 Covid Kits we received from the county tomorrow. We are trying to arrange for the distribution at the Theodoreo Young Community Center this Wed or Thursday and will publicize on the website when a decision is made. The rapid tests are not as reliable as the PCR tests so if you are feeling sick this is a better option.  I hope you stay healthy and safe during the holiday season and understand how stressed many people are. We expect more rapid tests to be available in the coming weeks from President Biden's initiative.

Greenburgh Insider: COVID- 19 Antigen Rapid Test Kits.

 

We are going to distribute the 720 kit allocation of COVID-19 Antigen Rapid Test Kits we received on Friday from the County and do so in time for the New Year's Eve celebration when many gather in their homes to celebrate.

We are going to distribute the 720 kit allocation of COVID-19 Antigen Rapid Test Kits we received on Friday from the County and do so in time for the New Year's Eve celebration when many gather in their homes to celebrate.  Each kit contains two tests.

Some of the kits will be distributed, one per unit, to residents in our low income housing units.  The majority of the kits will be distributed first-come, first-served, while the supply lasts, one per household, to residents in the unincorporated area.   (The Villages have their own allocation.)

The distribution will happen Wednesday or Thursday next week by the Department of Community Resources at the Theodore D. Young Community Center.  

More details will follow. 

The results of these kits are not accepted by airlines, schools or employers.  As stated in the instructions: ""This test is intended for diagnosis of coronavirus infection by detecting COVID-19 antigen but should not be used as a sole criterion for the determination of SARS-CoV-2 infection."  When used appropriately, they can be informative and provide you guidance and some level of peace of mind.

We will try hard to get more test kits and will distribute when we receive them.  720 kits is not an adequate supply to serve everyone who wants them so we don't want to raise expectations that everyone who waits on line will receive the kits. In other communities the kits were all distributed within an hour.

Greenburgh Insider: Receiver of Taxes Anne Povella retiring at end of month.

Anne deserves our thanks for her hard work and dedicated service.

Every April, September and January I'm surprised when I walk the halls of Greenburgh Town Hall watching people approach or leave the Greenburgh Tax Office. I would have assumed that most people would be angry. Who wants to pay taxes?  Surprise: Most people who pay their taxes in person at Greenburgh Town Hall have big smiles on their face. A reason: Anne Povella, the Receiver of Taxes who is retiring at the end of the month after serving the town as Receiver and before that as Deputy Receiver for two decades. Many people tend to smile after dealing with her office.  As Receiver of Taxes Anne has been  responsible for collecting annually about a HALF A BILLION DOLLARS in  County, Town, Fire districts and 10 School district taxes that are located in Greenburgh.  It is the largest municipal collection agency in Westchester. Anne,a resident of Elmsford,  never lost an election or re-election bid for town office. Among her accomplishments: Collecting between 98% and 99% of taxes owed to the town, schools, and fire districts even when times were tough --during the pandemic.  Her office has been involved in providing residents with convenient ways to pay their tax bills: in person, online checking account or by credit card. A major reason why the town has a Aaa bond rating (the highest possible) is because of our high tax collection rate. Thank you, Anne! The office has implemented initiatives to help taxpayers during difficult times. In 2020 the Governor and Town Board authorized late payments of town, county and fire district taxes due to the pandemic. Anne Povella was able to implement that directive efficiently. In December, 2017 former President Donald Trump and the Congress passed a new tax law which limits federal income tax annual deductions for local taxes to $10,000. Greenburgh successfully pushed for legislation to allow Greenburgh residents to prepay their 2018 tax bill in December, 2017 so they could get the deduction. Thousands of Greenburgh residents prepaid their taxes during the last week of December. Anne Povella and her team helped oversee a difficult collection process --with very few (if any) problems. We thank Anne for her dedicated service and hard work. And, wish Anne Povella good health and happiness in the years ahead.  On January 1, 2022 the new Receiver of Taxes will be Venita Howard of Hastings who currently serves as Deputy.
