4 corners, Hartsdale update- citizens land use committee to participate in selection of engineering/planning consultant...2 homes the town purchased on W Hartsdale Ave to be demolished.


MEETING 4 CORNERS LAND USE CITIZENS COMMITTEE THIS THURSDAY, AUGUST 22 AT 7:30 pm (the 4 corners is the intersection: West & East Hartsdale Ave, Central Ave)

Following the Town Board’s approval of the Four Corners Redevelopment Plan in April of this year, Town staff, with input from a committee of interested residents have been working on obtaining an Engineering and Planning Consultant for the purposes of undertaking an infrastructure analysis focused on existing traffic congestion and flooding in the Four Corners area, and potential related infrastructure improvements which could facilitate mixed-use redevelopment, as envisioned in the Plan. Excellent responses were received based on a Town request for proposals. The resident committee will meet this Thursday, August 22nd 7:30pm in the Lee F. Jackson Room, regarding an update on the process. These meetings are open to the public. The Town Board will be interviewing 2-3 firms at upcoming work sessions, which will be televised, live-streamed, and open to the public as well, with a goal of selecting a firm in September.

The following RFP has been posted on the town website. Last year the town purchased two properties on W Hartsdale Ave. We anticipate that the property may eventually be used to create a turning lane to reduce traffic back up on W Hartsdale Ave. Will ask our traffic consultant to consider whether the space could be used temporarily for parking. In the meantime – the two homes will be demolished.  The RFP appears below.

Sealed bids for the “Controlled Demolition Project at 10 14 West Hartsdale Avenue
REBID" will be received by the Town Clerk of the Town of Greenburgh, Town Hall, 177
Hillside Avenue, White Plains, NY 10607 until 2:00 PM on Wednesday, September 11,
2019 at which time they will be publicly opened and read aloud in the Town Hall Meeting
Room. This project consists of the demolition and disposal of two (2) adjacent singlefamily residences and accessory structure(s) with asbestos in place, as well as
associated work. The houses are located at 10 and 14 West Hartsdale Avenue,
Hartsdale, NY 10530. Prospective bidders shall note that a pre-bid conference will
take place on Wednesday, August 28, 2019 at 10:30 AM at Town Hall.
Plans and specifications relating to said proposal may be obtained at the office of the
Department of Public Works, Bureau of Engineering, Town Hall, 177 Hillside Avenue,
White Plains, NY 10607, beginning Wednesday, August 7th, 2019, upon deposit of Fifty
($50.00) Dollars, of which Twenty-five ($25.00) Dollars is refundable to bidders upon the
return of the documents within thirty (30) days. Non-bidders shall receive the sum of
Twenty-five ($25.00) Dollars upon the return of the documents within thirty (30) days. Bid
documents may be obtained by mail for Ten ($10.00) Dollars additional to cover postage
and handling (non-refundable). Bid documents may also be downloaded from
Each bidder must deposit with his bid a certified check of not less than five percent (5%)
of the base bid accompanied by a Consent of Surety from a recognized Bonding
Company, or a bid bond with a Bonding Company Licensed to do business in the State of
New York, in the form and subject to the conditions provided in the Information for
Bidders. Said deposit will be considered as a guarantee that the bidder will enter into a
contract and furnish the necessary bonds and insurance for the work, if awarded to him,
and will be forfeited to the Town of Greenburgh as liquidated damages if he fails to do so,
within the specified time.
The Contract will be awarded to the lowest responsible bidder pursuant to the provisions
of the General Municipal Law. The Town Board reserves the right to determine
responsibility based on an evaluation of the Contractor's qualifications, experience,
organization, finances, past performance, and other applicable factors. The Town Board
further reserves the right to reject any or all bids.
Sealed Bids must be addressed to the Town Clerk and marked, “Controlled
Demolition Project at 10 14 West Hartsdale Avenue" - due no later than 2:00 PM
on Wednesday, September 11, 2019.
