Greenburgh Insider: Affordable housing considered on Saw Mill River Road, N Elmsford.

At a recent  work session of the Town Board  Rezi Marandi came to  discussed  a possible $42M redevelopment of an existing structure on Route 9A in Elmsford into 100% workforce/affordable housing.  The proposal is in the concept stage and probably will see changes before any plans are finalized. Draft plans for a sizable unit next to Dunkin’ Donuts would involve 100 units, of which 30% would qualify as affordable units, 60% workforce units, and 10% affordable units reserved for veterans. 120 cars could be parked under the structure that includes, tentatively, 30 studios, 45 one-bedrooms, and 25 two-bedrooms. Other amenities will include: laundry, community room, fitness center, a green roof, and solar panels. 


By definition, “affordable” housing means eligible families earn at or below 60% Westchester County Area Median Income (AMI). “Workforce” can include from 60-120% AMI. A family would spend no more than 30% of their income to live there.


this proposal is in the very early stages. At this point in time it's just a concept. The property owner will have to come up with more detailed plans. And will also have to reach out to the state to determine if there is state funding for affordable housing. Those who live in an affordable housing/workforce housing complex all are employed. If the proposal advances we will also have to conduct a traffic analysis to determine the impacts to the community. And the Planning Board and Zoning Board will weigh in.


The positives: we need affordable housing. We can start making Saw Mill River Road more attractive. We might be able to get some drainage improvements for the area. It's within walking distance to shopping. There is access to public transportation.
